Personal conduct. When/why did it become wrong/illegal to discipline/clobber someone for mouthing off?

Was just wondering--since profanity, blasphemy, insubordination, and mistreatment of ladies--all defended by "Political Correctness" speechcodes and encouraged by overly permissive parenting and a lack of media standards--is much more widespread than in the past, would making such conduct subject to immediate and severe pre-legal consequences do anything to remedy the situation?
