Is it child abuse when a child (12) still wets the bed and the parents let him sleep in the same wet bed?

And the parents provide no help (counseling)? the parents also don't follow through to make sure child removes wet bedding/pullups and places them in appropriate place (util rm, trash, wash/machine). Child's room stinks and is filthy. For instance I was placing some clothes I washed for my 12 yr old grandson on his bed and started to put the covers over the pillow. My hand touched the pillows and they were both soaked with urine almost to the top. I can understand making him wash his bedding and the clothes he wets, and demanding that he puts his wet pullups in the trashcan (provided by me) but I can't understand why you wouldn't get him counseling and monitor the laundry and pullups end up in the proper place. His hair smells of urine when he doesn't have time to take a shower in the morning and his clothes smell of urine when he falls asleep with them on. He is allowed to play Diablo before he goes to school in the am but no one makes him take his soiled clothing out of room.
