Would it be against Muslim faith for a Muslim woman to enter a relationship with an Atheist?

I am not trying to offend anyone here, I'm just wondering because i am stationed in Kuwait. And also, when Ramadan comes around would it offend Muslims if i smoke in our smoke pits on base? there are alot of Kuwaiti Nationals around.
